TWO VOICES OF CHISINAU

By Arthur Dunn

Last year, the authorities in Moldova went to return to the country of direct presidential elections (in 2000 was elected president of the parliament) to bring down a wave of mass protests.

Demonstrations demanding the resignation of the government generally, holding direct presidential and early parliamentary elections were held in the country in non-stop from 2015 to 2016. The presidential election passions brought down, especially after meeting Igor Dodon with Vladimir Putin. This point is to convince the public that all is well. A Moldovans want to ties with Moscow have been restored and opened the Russian market. While Moldovan farmers do not know what to do with the harvest. Another problem can be solved Moscow - migrants. Moldovan guest workers in Russia promised legitimization and amnesty for those who had violated the regime of stay and now can not go back to Russia. And there - work that is not at home and in the EU. Reassured by all these people would vote in the elections to the parliament for the Socialist Party, whose leader to the presidency was Dodon. However, the pro-European majority in Parliament understands this and has found a way around the problem. It prepared a bill that would make majoritarian elections. That is, voters will not vote for the party and for candidates in single-member districts. Further work is simple arithmetic: according to experts, in a poor country to buy a majority of deputies worthless rich parties. And while the Democratic Party led by Vladimir Plahotniuc (Moldovan oligarch) with the acquiescence of the West will get an absolute majority in the Moldovan Parliament.

President confrontation with the government and a majority in parliament remains the misfortune that aggravates the crisis in the country. President Dodon attempted discussions with representatives of other branches of government. However, this came to nothing lead.

EU experts say, it belongs to the Republic of Moldova quite carefully in order to maintain a dialogue with the current "two-headed" power and to prevent the country sliding into economic crisis and political instability. Political analysts point out that the three major players in the region: "The EU, US and Russia - are well aware that the president Dodon enough authority to change the current balance of power and the status quo in Moldova".

The situation in the country, already irritated Europe. Moldova speaks in two voices with external partners, creating confusion and causing growing indifference ", European experts say.

Moldovan Presidency and the government are promoting exactly the opposite message of the external plan, and this duality seems to have tired of annoying or even European and Western partners. Example, when recently in Brussels, a pro-Russian president, Igor Dodon, made for termination of the Association Agreement with the EU, "to temper the anger of Russia." He also called on the North Atlantic alliance to refuse the opening of the NATO Liaison Office in Chisinau in April 2017. Dodon said that Moldova is a neutral state and does not need the offices of international military units on its territory, but did not say anything about the illegal presence of Russian troops in Moldova. But the day after the applications Dodona, as it became known, Prime Minister Paul Philip asked in the Government meeting, the preparations for the opening of the NATO office in Chisinau.
