LEGAL FRAMEWORK OF INDEPENDENCE

August 30, 1995 adopted the first Constitution of the Republic of Kazakhstan. In a short historical period, the country has gained a strong statehood and real independence. Today, the country's basic law is the guarantor of equal rights and opportunities for all people of Kazakhstan, taking into account the interests of the multinational people.

 

This important document sets out common values and concepts for all citizens of the republic, such as holiness, integrity and indivisibility of the Kazakh land on which they live in harmony and friendship 140 ethnic groups and 46 religious communities; strict ban on discrimination on grounds of sex, race, nationality, language, religion, and other characteristics. That constitution enshrined the political and ideological diversity, territorial integrity, the principle of democracy, state symbols, the inviolability of private property, rights and freedoms of man and citizen, presidential form of government, a new system of government. State all these years, have a policy of full implementation of these constitutional values.

 

Over a 20-year history of independent Kazakhstan in this land there was no political crisis. All matters are dealt with strictly in accordance with constitutional provisions on the interaction of a single branch of the government. The Constitution has become a solid basis for growth of the democratic potential of the society. 

 

One of the most important constitutional authorities of the country - Kazakhstan People's Assembly, which delegates the 9 MPs in Parliament, has been extensively studied in the world. In 2012, Astana hosted the already traditional IV Congress of leaders of world and traditional religions, the main theme of which was chosen - "Peace and harmony as the choice of mankind." It should be noted a large and multi-faceted efforts to revive the language, culture, education Kazakhstani patriotism, strengthening inter-ethnic harmony, on the functioning of more than two hundred ethnic schools and language centers Sunday. 

 

Kazakhstan was the first CIS countries to reform the tax, pension reform, which have no analogues in the post-Soviet space. The national economy has attracted more than one hundred billion dollars in foreign direct investment. Only the first seven years of the new twenty-first century, GDP doubled, doubled the output of industrial and a half times - agricultural products. 

 

The most anticipated event in the economic life of the country - is the exhibition "Expo-2017", which will be held under the theme "Energy for the Future." The project sets out to explore the strategies, programs and technology to develop sustainable sources of energy, encourage the use of renewable energy sources and to show visitors the need for active participation in the efficient use of energy resources. 

 

As President Nazarbayev megaproject «EXPO-2017" will be a powerful incentive and an additional incentive for economic and infrastructural development of both the capital and throughout the country. 

 

During the years of independence, Kazakhstan has come a long way, both in the economic sphere and in the sphere of diplomatic relations: diplomatic relations with 138 countries of the world. The result of active cooperation with foreign states and international organizations in the conclusion of more than 3 thousand contracts at the interstate and other levels. 

 

In each of the dimensions of security Kazakhstan is well positioned to contribute. There are several reasons. Kazakhstan - the most prosperous country in Central Asia. Interethnic tolerance as a whole is stable. Kazakh rulers and diplomats have the skills of regional leadership. 

 

Finally, Kazakhstan has good relations with Russia, China, the West and all the Central Asian neighbors. These relationships help protect Kazakhstan from hyper influence from any direction. 

 

According to experts, Kazakhstan little involved in what is happening in Afghanistan, Kazakhstan's ethnic groups are present there in large quantities. Unlike Uzbekistan, Kazakhstan is not burdened with rigid armed groups on its borders. States that only Kazakhstan has good relations with all the countries of Central Asia. These characteristics contribute to the fact that Kazakhstan has become a more influential regional leader. 

 

One of the possible measures of cooperation could be increased to the ability to monitor security in northern Afghanistan, the flow of goods and people in Central Asia, as well as a greater exchange of information, to help countries in the region to protect themselves. Kazakhstan could provide training and tools to do this, and encourage neighbors to participate in more mutual information. 

 

Eurasian Economic Union - one of the key directions of the foreign policy of Kazakhstan. Establishment of the Customs Union of Russia, Belarus and Kazakhstan is seen as a logical step towards the integration and the building of the Common Economic Space. Another important area of foreign policy is the development of relations with the EU. 

 

In March 1992 started to develop a formal relationship between Kazakhstan and the EU, when President Nazarbayev has received the delegation of the Commission of the European Community. Since the country is interested in increasing European presence primarily economic. Basis of mutually beneficial cooperation between Kazakhstan and the European Union are determined by the Agreement on "Partnership and Cooperation Agreement, which established the legal basis of the political, economic, cultural and humanitarian cooperation. 

 

Nazarbayev's initiative to convene the Conference on Interaction and Confidence Building Measures in Asia has also received prominent international recognition. After all, it brings together 24 States, covering over 90 per cent in Asia, which account for half of all mankind. 

 

The development of multi-stakeholder partnerships in the framework of the Shanghai Cooperation Organization is one of the priorities of the foreign policy. To date, the SCO is a unique platform for the development of a multilateral dialogue with Central Asian countries leading regional actors - Russia and China. 

 

In 2011, Kazakhstan chaired the second largest after the United Nations Organization - Organization of Islamic Cooperation. Ever since independence, the country has committed itself to the establishment of an integrated and partnership with the Muslim community. 

 

All this would have been impossible to achieve without a common legal platform, which became the Constitution of Kazakhstan.
