The last chance for peaceful talks to resolve the nuclear issue.
For the first time since June 2012 the representatives of Iran and the six of international mediators on Iranian nuclear issue (Russia, the USA, China, Great Britain, France and Germany) have decided to hold another talks round. Kazakhstan has been chosen as a talks ground – it is famous for its activity within peaceful atom use. As western diplomats declared, the oncoming meeting of the “six” should be used at maximum by Tehran, as it may lose the chance for peaceful talks on it nuclear issue resolution.
The agreement to hold a new stage of talks was reached in course of the 49th Munich Security Conference, which is called “Davos of Security”. This was announced in the very last day of the Conference, when the Head of Iranian Foreign Affairs Ministry Ali Akbar Salehi, declared that exactly in Munich they learned finally, that the next talks round of the “six” on Iranian nuclear program would be held in Kazakhstan. This news was announced February 4th, 2013, but later the “six”-states defined the exact date and place of talks, - February 26th, 2013, Almaty city.
After a long silence of Iran (till 2012 the talks hadn’t been held for more than a year) the last year was successful in the number of the held meetings of the “six”. Diplomats had three rounds of talks in 2012 – in Istanbul (April 14th), Baghdad (May 23rd – 24th) and Moscow (June 18th-19th). But unfortunately the quality of such conversations leaves much to be desired: no meeting ended with some breakthrough decisions. Moreover, after new sanctions of the United Nations Organization the President of Iran Mahmoud Ahmadinejad freezes the talks of the six states union, most concerned about the issues of peaceful atom use and doesn’t let the IAEA inspectors into the country.
Also inside the “six” there is not always a single line. As a rule the vies of China and Russia differ from the four other states of the talks process.
Let’s remind that a number of European states, the USA and Israel still suspect Iran to develop nuclear weapon under the cover of the peaceful atom program. In their turn, Iranian diplomats deny all accusations on this matter, underlining that Iranian nuclear program is aimed only at satisfaction of the country’s demands in electric power. A number of states and international organizations, including the UNO, adopted towards Iran sanctions, demanding the Islamic Republic of assure complete transparency of the nuclear program and prove its exclusively peaceful implementation. But regarding the last demand Tehran always sets barriers, as towards the actions of the IAEA representatives, who work in this country, as well as towards the talks process of the “six” countries.
By this Iran always finds reasons to prolongs all the processes around Iranian nuclear program. “The Islamic Republic of Iran” possesses favorable options to cooperate today in the sphere of disarmament and fighting proliferation of nuclear weapon, and these cooperation options in the sphere of disarmament and nonproliferation should be used. We expect official recognition of the right of Iran for nuclear technologies, including uranium enrichment, and this right should be respected”, - stated during the interview for RT TV-channel the Secretary of the Supreme National Security Council of Iran Saeed Jalili following the results of the “six” meeting in Moscow last June.
“We have always said openly, that we are ready in the frameworks of a definite strategy to keep on cooperating and discussing our issues with various countries on a whole spectrum of matters, including cooperation in nuclear sphere”, - he said underlining that the given talks should be held at the very top professional level.
“The talks should be held in a way for there each day to be definite move forward in cooperation, we would like to accomplish in various spheres”, - said the representatives of the Supreme National Security Council of Iran. By this he added, that already on the next day after the talks in Baghdad Iran claimed that in course of the negotiation process in Moscow they should hold meetings of deputies and experts in between the talks, that would develop the issues to discuss during another round of talks.
“I am sorry, but today it’s been two weeks after those talks, and the counterparty hasn’t yet announced its readiness to hold the talks of experts, to arrange the meetings of deputies to prepare before the talks in Moscow, to develop the agenda of the talks”, - complained Mr. Saeed Jalili.
Holding of another meeting of the “six” representatives in the country, which is not a party to the talks process, once again reveals a slight hope for shift in such a complicated and dangerous play of Iran with the whole world community, which could have led this country to a war many times.
By the way, political elite of Kazakhstan, which is an active upholder of the nuclear disarmament process, declared that it shall be glad to provide the ground and create all conditions for the participants of such significant meeting for the whole international community. “The fact that the participants of the new round of the international talks on Iranian nuclear program intend to hold the meeting in Kazakhstan is another proof of the recognition of our country in the sphere of nonproliferation and reduction of the nuclear threat”, - noted the Chairman of the Committee on Mass Destruction Weapon Nonproliferation by the President of the Republic of Kazakhstan, Director of the “Nazarbayev Center” Kanat Saudabayev. “The example of Kazakhstan, which due to its policy of nuclear disarmament assured favorable conditions for public-political and social-economic development, is another powerful argument in favor of holding these talks in our Republic”, - he added.
Holding a speech during the closing of the 49th Munich Security Conference, the Minister of Foreign Affairs of Germany Guido Westerwelle states, that Iran can lose its chance for peaceful talks on its nuclear issue resolution. “Iran shouldn’t lose time. The suggestion of the talks has been announced. But the window for this opportunity is closing”, - he noted, adding that information about growing potential for uranium enrichment at Iranian falicities is a “negative signal”.
Information to consider
In February 2012 the IAEA released data that for the previous year Iran had increased three times the production of enriched uranium, which can be used to create nuclear weapon. The Head of the Nuclear Energy Organization of Iran Fereydoon Abbasi confirmed that Iranian nuclear specialists had enriched up to the level of 20% between 90 and 100 kilos of uranium at the facility in Natanz.
In June the Head of the IAEA Yukiya Amano, referring to the satellite photos, expressed a suspicion that units in Parchin nuclear facility had been moved to “cover” the traces of nuclear tests.
Official West declared that probably about 10 years ago Iran held nuclear tests at Parchin, which were urgent to create a nuclear bomb. In their turn Iranian authorities denied all blames on this matter underlining that Parchin was an ordinary military complex.
And August 30th the UNO inspectors published the information that Iran doubled the number of centrifugal machines for uranium enrichment. The documents presented by the International Atomic Energy Agency (IAEA) comprise data on the number of uranium enrichment equipment, which locates in Iranian underground nuclear center. In course of June, July and August the number of centrifuges locates in the mountain depth increased from 1064 to 2140 pieces. By this, new centrifuges do not operate yet, at the moment about 700 from them are working in the center. And they plan to install 2 800 machines totally within the territory of this center.
